Build the built-in HistoricalRateProvider: one GET to the Frankfurter
v2 endpoint with base, quotes and date, after the refusals in
refuseFrankfurterHistorical. The caller’s signal is passed to the
fetch, so the resolver’s timeout and cancellation stop it.
