What a rule may read about the engine that runs it, handed to NormalizerRule.match as its third argument.
A package’s rule is one object shared by every engine that loads the package, so anything it reads that belongs to one engine arrives here rather than through a module-level registry (#710). Every field is optional: a normaliser built on its own, with no engine, hands an empty environment, and a rule reads that as “nothing registered”.
